Handle update operations for the COS cluster.
Mandatory Parameters
There are no mandatory parameters.
Optional Parameters

| tags | boolean | If set to true, updates all tags with packages from the artifacts repository service. Valid values are true and false. |
| target | string | Specifies the target to update. By default, the update stream specified by c4 is used as the target. |
