Check possibility to bond network interfaces before actually using them

If network bonding is configured for a cluster node via EXAoperation but cannot be initiated during the boot process of that node (e.g. due to a broken node installation), the node currently simply goes offline without further notice.

We will add a further check to ensure a proper error message in this case.
