Background
The ConfD job infra_instances_update would previously return a response as soon as the request was sent and it was not transparent if and when the instances were actually available.
Improvement
The ConfD job infra_instances_update returns a result after the modified instances have finished booting and are ready to be used.
Changed behavior
The `infra_instances_update` job now returns a result after the modified instances are finished booting.
