Description
When the -forceProtocolEncryption database parameter is set, downloading database statistics via exaoperation fails, regardless of which value the parameter is set to
Workaround
Temporarily start the database without the parameter to gather the statistics.
Fix
Statistics can be downloaded in those scenarios.
